Quebec Rent Increases (2026)

Quebec does not set a hard rent cap. Instead, the Tribunal administratif du logement (TAL) publishes a suggested reference each year, and either party can negotiate or ask the tribunal to fix the rent. Here is how the 2026 process works.

How the process works

    Send a notice of modification

    To change the rent, send the tenant a written notice. For a lease of 12 months or more, send it 3 to 6 months before the lease ends.

    Propose the new rent

    The TAL's 3.1% reference is a starting point, not a limit. State the proposed new rent in the notice.

    Wait for the tenant's response

    The tenant has one month to accept, refuse, or give notice to leave. Silence counts as acceptance of the change.

    Apply to the TAL if refused

    If the tenant refuses, you have one month to apply to the TAL, which fixes the rent using its own calculation (taxes, insurance, major work, and income), not a flat percentage.

  • Security deposits are not allowed in Quebec. Only the first month's rent may be collected.

At the 3.1% reference, a $1,500 rent would rise by about $47 to roughly $1,547. Because it is a reference and not a cap, the final figure can be negotiated or fixed by the TAL.
